How to Apply for Unemployment Insurance, Food Benefits, General Cash Assistance, & Health Insurance

Q: What State benefits are available to help me during the COVID-19 pandemic?

A: There are four State programs that you and your family may be eligible for:

  1. (1)  Unemployment insurance;
  2. (2)  Food benefits (Supplemental Nutrition Assistance Program);
  3. (3)  General cash assistance (Temporary Aid to Needy Families); and
  4. (4)  Health insurance (Med-QUEST).

Q: Am I eligible for unemployment insurance?

A: Unemployment insurance may be available to individuals who are out of work and no longer receiving pay from their employer.

Q: How do I file for unemployment?

A: To get started, filers must create an online account at huiclaims.hawaii.gov and need a valid email address to set up your account.

o To be best prepared, it is recommended that you have the contact information and dates of employment for all of your employers over the past 18 months.

o The online system will prompt you through the filing process.
o Information is available at http://labor.hawaii.gov/ui/information-about-filing-online/.

Q: What is the Supplemental Nutrition Assistance Program (SNAP)?
A: SNAP is a federal assistance program that provides crucial food and nutritional

support to qualifying low-income and needy households.

Q: Am I eligible for SNAP benefits?

A: Households must meet specific eligibility requirements and provide proof of their statements about household circumstances. U.S. citizens and some aliens who are admitted for permanent residency may qualify. Federal poverty guidelines are established by the Office of Management and Budget, and are updated annually by the Department of Health and Human Services.

Q: How do I apply for Supplemental Nutrition Assistance Program (SNAP) benefits?

A: If you are applying for the first time, go online to the Hawai‘i Department of Human Services website and complete the digital fillable/printable application formYou may have to download Adobe Acrobat.

Once complete, you may print and sign, then mail (preferred because of stay-at-home orders) or drop it off at a processing center nearest you:

Q: What is Temporary Aid to Needy Families (TANF)?

A: TANF provides monthly cash benefits to families for food, clothing, shelter, and other essentials. To qualify for this assistance, a family must include children under the age of 19.

Q: How do I apply for TANF?

A: Follow the same steps outlined for SNAP benefits.

Q: What is Med-QUEST?

A: Med-QUEST is the State of Hawaii’s health insurance program for eligible low-income adults and children to access healthcare and medical treatment through managed care plans.

Q: Am I eligible for Med-QUEST?

A: You must complete pre-assessment form to find out whether your family qualifies for Med-QUEST on mybenefits.hawaii.gov

Q: How do I apply for Med-QUEST?
A: Go online to mybenefits.hawaii.gov

o Complete pre-assessment form to find out whether your family qualifies.
o Follow the steps by creating an account, logging in, and filling out the application. Your application will be sent to HealthCare.gov. When your application is received, HealthCare.gov will contact you to let you know how to apply for private coverage

and any tax credits you qualify for.
