Aloha,The August 2024 Grants Newsletter is your latest monthly resource for governments, schools, non-profit organizations, and businesses interested in pursuing opportunities for federal grant and cooperative agreement funding. This newsletter includes information on grant opportunities published in www.grants.gov, the Federal government’s central website for grant funding.

Part 1 of this month’s newsletter contains the regular current discretionary program listings and research opportunities.  Part 2 is a compilation of websites and links to general grant information provided by the Federal Agencies that most often have discretionary grant solicitations and is updated monthly.To access a list of this month’s State-Specific Grant Opportunities, this includes programs only eligible to State, not local, government agencies, please click here

Also included are links and information which highlight current funding opportunities under The Bipartisan Infrastructure Law, and an updated link to report on The Bipartisan Infrastructure Law’s Distribution of funding in Hawaii. As late April, which is the most recent listing available,  $2.5 billion in Bipartisan Infrastructure Law funding has been announced and is headed to Hawaii with over 100 specific projects identified for funding. Department of Interior – National Park Service  Alaska Native and Native Hawaiian Culture and Arts Development Grant Program – Fiscal Year 2024/2025 CFDA 15.071 is interested in developing this program for Alaska Native and Native Hawaiian culture and arts. Public Law 118-42, the Consolidated Appropriations Act, 2024, provides $1,500,000 in Fiscal Year 2024/2025 to encourage new entities to apply. (September 30, 2024 deadline)

Department of Agriculture – Forest Service Landscape Scale Restoration Grant Program 2025 West CFDA 10.664 is a competitive program to encourage collaborative, science-based restoration of priority rural forest landscapes. This program supports high impact projects that lead to measurable outcomes on the landscape, leverage public and private resources, and further priorities identified in a State Forest Action Plan or equivalent science-based restoration strategy. This funding opportunity is for projects with on-the-ground outcomes across western states with projects in Hawaii eligible. (November 15, 2024 deadline)

Institute of Museum and Library Services Native American/Native Hawaiian Museum Services (2025) released a forecasted program which supports organizations that primarily serve and represent Native Hawaiians in sustaining heritage, culture, and knowledge. The program supports projects such as educational services and programs, workforce professional development, organizational capacity building, community engagement, and collections stewardship. (Estimated deadline date is November 15, 2024)

New and modified national competitions of special interest this month include:

Department of Agriculture – Forest Service USDA Forest Service Inflation Reduction Act Forest Landowner Support: Landowner Cost Share Payment Programs for Climate Mitigation and/or Forest Resilience Practices CFDA 10.731 is a forecasted funding opportunity that will be the third in an anticipated series of Forest Landowner Support programming. It is funding to support state-endorsed programs to issue cost share payments to landowners for climate mitigation and/or forest resilience practices. (Anticipated September 30, 2024 deadline)

Department of Commerce –  DOC NOAA – ERA Production FY2025 Inflation Reduction Act (IRA) – NOAA Fisheries Citizen Science Funding Opportunity CFDA 11.472 is one of several programs released this month from NOAA.  This specific program supports opportunities for the public to engage with the agency’s mission and address societal needs through science, technology, and innovation. The purpose of this solicitation is to support citizen science projects that can help support federal fisheries stock assessments and climate-ready fisheries management. (November 4, 2024 deadline)

Department of Health and Human Services – Centers for Disease Control – NCIPC 
Drug-Free Communities (DFC) Support Program – NEW (Year 1) CFDA 93.276 has released a forecast for this program which supports programs to establish and strengthen collaboration to support the efforts of community coalitions working to prevent youth substance use. By statute, the DFC Support Program has two goals:1) Establish and strengthen collaboration among communities, public and private non-profit agencies, as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance abuse among youth (individuals 18 years of age and younger).2) Reduce substance abuse among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse. (March 25, 2025 deadline)

Department of Health and Human Services – Administration for Children & Families has announced competitions dealing with Affordable Housing and Supportive Services, Community Economic Development Projects, FY25 Street Outreach Program, and Family Self-Sufficiency and Stability Research.  All are highly competitive, and their deadline dates vary over the next several months. *Please see the full grants newsletter for more details on the ACF’s numerous funding opportunities.

Department of Housing and Urban Development – FY 2024 and FY 2025 Continuum of Care Competition and Renewal or Replacement of Youth Homeless Demonstration Program Grants CFDA 14.267 is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit organizations, state governments, local governments, instrumentalities of state and local governments, and others.  Over 8500 awards will be granted nationally. (August 29, 2025 deadline)

Department of Housing and Urban Development – FY 2024 Family Unification Program Notice of Funding Opportunity CFDA 14.880 is a program under which public housing authorities (PHAs) that partner with public child welfare agencies (PCWAs) provide Housing Choice Voucher (HCV) assistance to two groups: 1. Families for whom the lack of adequate housing is a primary factor in the imminent placement of the family’s child, or children, in out-of-home care; or the delay in the discharge of the child, or children, to the family from out-of-home care; and 2. Youth at least 18 years and not more than 24 years of age (have not reached their 25th birthday) who left foster care, or will leave foster care within 90 days. (October 30, 2024 deadline)

Institute for Museum and Library Services – Inspire! Grants for Small Museums (2025) CFDA 45.301 is a special initiative of the Museums for America grant program. The Inspire! initiative supports small museums of all disciplines in project-based efforts to serve the public through exhibitions, educational/interpretive programs, digital learning resources, policy development and institutional planning, technology enhancements, professional development, community outreach, audience development, and/or collections management, curation, care, and conservation. (November 15, 2024 deadline)

Institute for Museum and Library Services – Museums for America (2025) CFDA 45.301supports museums of all sizes and disciplines in strategic, project-based efforts to serve the public through exhibitions, educational/interpretive programs, digital learning resources, professional development, community debate and dialogue, audience-focused studies, and/or collections management, curation, care, and conservation. (November 15 deadline) 

Institute for Museum and Library Services – Laura Bush 21st Century Librarian Program (2025) CFDA 45.313 supports the training and professional development of library and archives professionals; developing faculty and information leaders; and recruiting, educating, and retaining the next generation of library and archives professionals in order to develop a diverse library and archival workforce and meet the information needs of their communities. (March 10, 2025 deadline) 

Institute for Museum and Library Services – National Leadership Grants for Libraries (2025) CFDA 45.312 supports projects that address critical needs of the museum field and that have the potential to advance practice in the profession to strengthen museum services for the American public. (March 10, 2025 deadline)

Department of Agriculture – Rural Utilities Service Broadband Technical Assistance CFDA 10.752 provides competitive cooperative agreement funding to eligible entities to receive or deliver broadband technical assistance and training that promotes the expansion of broadband. Program funds must be used to support broadband technical assistance activities that promote the expansion of broadband into rural areas. Examples of broadband technical assistance projects may include conducting feasibility studies, completing network designs, and developing broadband financial assistance applications. (August 20, 2024 deadline)

Department of Agriculture – Natural Resources Conservation Service 
Composting and Food Waste Reduction (CFWR) Pilot Project CFDA 10.902 is funding up to 150 projects to serve as pilot for composting and waste reduction techniques.  (September 4, 2024 deadline) 

Department of Agriculture National Institute of Food and Agriculture – Agriculture and Food Research Initiative Competitive Grants Program Education and Workforce Development CFDA 10.310 focuses on developing the next generation of research, education, and extension professionals in the food and agricultural sciences. The National Institute of Food and Agriculture (NIFA) requests applications for the AFRI’s Education and Workforce Development program areas to support: professional development opportunities for K-14 educational professionals; non-formal education that cultivates food and agricultural interest in youth; workforce training at community, junior, and technical colleges; training of undergraduate students in research and extension; fellowships for predoctoral candidates and postdoctoral scholars. (December 5, 2024 deadline)

Department of Agriculture – Foreign Agricultural Service 2025 Emerging Markets Program  CFDA 10.603 is available to U.S. entities to develop, maintain, or expand markets for exports of United States agricultural commodities and to promote cooperation and exchange of information between agricultural institutions and agribusinesses in the United States and emerging markets. (June 30, 2025 deadline)

Department of Commerce NOAA – ERA Production Ocean Exploration Fiscal Year 2025 Funding Opportunity CFDA 11.011  is soliciting proposals for ocean exploration-related projects under two themes: Ocean Exploration and Maritime Heritage. (October 3, 2024 deadline)

Department of Defense – Dept of the Army — Materiel Command 
DEVCOM Analysis Center Broad Agency Announcement For Applied Research CFDA number 12.431 is soliciting research proposals for submission to the U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center (DAC) for funding consideration. 1000 awards are expected. (January 2028 deadline)

Environmental Protection Agency – Environmental and Climate Justice Community Change Grants Program CFDA number 66.616 created by the Inflation Reduction Act, offers an unprecedented $2 billion in grants under this Notice of Funding Opportunity (NOFO). The Community Change Grants will fund community-driven projects that address climate challenges and reduce pollution while strengthening communities through thoughtful implementation. This historic level of support will enable communities and their partners to overcome longstanding environmental challenges and implement meaningful solutions to meet community needs now and for generations to come. (November 21, 2024 deadline)

Department of Health and Human Services – Health Resources and Services Administration Teaching Health Center Graduate Education Program (THCGME) CFDA 93.530 to provide funding to support the training of residents/fellows and dentists in primary care residency training programs within community-based ambulatory patient care settings. These residency programs will increase the number of primary care residents/fellows and dentists and prepare them to provide high quality care, particularly in rural and underserved communities, and develop competencies to serve these diverse populations and communities. This NOFO is contingent on the availability of funding. (September 20, 2024 deadline)

Department of Housing and Urban Development – ROSS (Resident Opportunity and Self-Sufficiency) Service Coordinator Program – FY2024 – NOFO CFDA 14.870 provides ROSS-SC grant funding to eligible applicants to hire a Service Coordinator who assesses the needs of Public and Indian housing residents and links them to local training and supportive services that will enable participants to move along the self-sufficiency continuum. (September 30, 2024 deadline)

Department of Housing and Urban Development – Youth Homeless Demonstration Program CFDA 14.276 will select up to 25 communities to participate in the Youth Homelessness Demonstration Program (YHDP) to develop and execute a coordinated community approach to preventing and ending youth homelessness. Only CoC Collaborative Applicants may apply for a community under this NOFO. (August 29, 2024 deadline)

Department of Interior – Bureau of Land Management BLM-National Interagency Fire Center (NIFC) Joint Fire Science Program (JFSP) Primary Announcement (4 task statements) CFDA 15.232 is a partnership of seven federal wildland fire management and research agencies that have a shared need to address problems associated with managing wildland fuels, fires, and fire-impacted ecosystems. Funding to support the program is provided by both DOI and FS. (September 19 deadline)

Department of Interior – National Park Service Creating Opportunities for Relevant Experience (CORE) Wildland Fire Training Crews CFDA 15.969 seeks to offer basic training, knowledge and experience that will inspire interest in future career opportunities for participants while working to support the NPS wildland fire mission. CORE crewmembers will work with trained professional fire staff with the NPS and gain on-the-job skills and experience. They will also be coached and mentored in wildland fire and NPS operations. (Rolling deadline until May 24, 2029)

Department of Interior – Fish and Wildlife Service F24AS00022 – Coastal Program – FY24 CFDA number 15.630 is a voluntary, community-based program that provides technical and financial assistance primarily through cooperative agreements to coastal communities, conservation partners, and landowners to restore and protect fish and wildlife habitat on public and private lands. The Coastal Program staff coordinates with partners, stakeholders and other Service programs to identify geographic focus areas and develop habitat conservation goals and priorities within these focus areas. (September 30, 2024 deadline)

Department of Interior – Fish and Wildlife Service National Fish Passage Program Base Funding Fiscal Year 2024  CFDA 15.685 is a voluntary program that provides direct technical and financial assistance to partners to remove instream barriers and restore aquatic organism passage and aquatic connectivity for the benefit of Federal trust resources. In doing so, NFPP aims to maintain or increase native fish populations to improve ecosystem resiliency and provide quality fishing experiences. Activities that restore fish passage often provide ancillary benefits such as reducing flood risk, enhancing community resilience to impacts from climate change, and improving road infrastructure. NFPP funds a variety of project types including, but not limited to, dam removals, culvert replacements, floodplain restoration, and the installation of fishways. (December 31, 2024 deadline)

Department of Labor – Employment and Training Administration National Dislocated Worker Grants Program Guidance CFDA 17.277 are discretionary grants awarded by the Secretary of Labor under Section 170 of the Workforce Innovation and Opportunity Act (WIOA) to provide employment-related services for dislocated workers. The Department funds two types of DWGs: Disaster Recovery and Employment Recovery. (Rolling deadline)

Department of Labor – Employment and Training Administration YouthBuild CFDA 17.274 will award grants through a competitive process to organizations providing pre-apprenticeship services that support education, occupational skills training, and employment services to opportunity youth, ages 16 to 24, who are performing meaningful work and service to their communities. (September 16, 2024 deadline)

National Endowment for the Humanities – Public Impact Projects at Smaller Organizations CFDA 45.164 strengthens the capacity of small and mid-sized museums and cultural organizations to create and develop public humanities programming.  (June 11, 2025 deadline)

National Endowment for the Humanities – Public Scholars Program CFDA 45.160 offers grants to individual authors for research, writing, travel, and other activities leading to the creation and publication of well researched nonfiction books in the humanities written for the broad public. (August 28, 2024 deadline)

National Endowment for the Humanities – Preservation Assistance Grants for Smaller Institutions CFDA 45.149 helps small and mid-sized institutions improve their ability to preserve and care for their humanities collections. The program encourages applications from small and mid-sized institutions that have never received an NEH grant. (January 9, 2025 deadline)

National Endowment for the Humanities – Climate Smart Humanities Organizations CFDA 45.130 program supports comprehensive assessment and strategic planning efforts by humanities organizations to mitigate physical and operational environmental impacts and adapt to a changing climate. Projects will result in climate action and adaptation planning documents or similar detailed assessments including prioritized, measurable actions and their expected outcomes. (September 18, 2024 deadline)

Department of Transportation – Federal Highway Administration Charging and Fueling Infrastructure (CFI) Discretionary Grant Program ROUND 2 CFDA 20.205 solicits applications for the Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) established under the Infrastructure Investment and Jobs Act (“Bipartisan Infrastructure Law” or “BIL”). (August 28, 2024 deadline)

Department of Transportation – Federal Highway Administration FY 2024-2026 Wildlife Crossings Pilot Program CFDA 20.205 provide grants on a competitive basis for projects that seek to achieve a reduction in the number of wildlife-vehicle collisions; and improve habitat connectivity for terrestrial and aquatic species. (September 4, 2024 deadline)

Department of Transportation – 69A345 Office of the Under Secretary for Policy Safe Streets and Roads for All Funding Opportunity CFDA 20.939 will be awarded on a competitive basis to support planning and demonstration activities, as well as projects and strategies to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians; bicyclists; public transportation, personal conveyance, and micro mobility users; motorists; and commercial vehicle operators. (August 29, 2024 deadline)

Department of Transportation – 69A345 Office of the Under Secretary for Policy Reconnecting Communities Pilot (RCP) Program CFDA 20.940 aims to advance and support reconnection of communities divided by transportation infrastructure – with a priority on helping disadvantaged communities improve access to daily needs (jobs, schools, healthcare, grocery stores, and recreation). Funds for the fiscal years (FY) 2024, 2025, and 2026 RCP grant program are to be awarded on a competitive basis to support planning and capital construction activities that aim to restore community connectivity through the removal, retrofit, mitigation or replacement of highways, roadways, or other infrastructure facilities that create barriers to mobility, access or economic development. (September 30, 2024 deadline)

Department of Transportation – Federal Highway Administration FYs 2023 through 2026 (Year Two through Year Five) National Culvert Removal, Replacement and Restoration Grant Program (Culvert Aquatic Organism Passage (Culvert AOP) Program) CFDA 20.205 awards grants to eligible applicants for projects for the replacement, removal, and repair of culverts or weirs that would meaningfully improve or restore fish passage for anadromous fish. (September 23, 2024 deadline)

Federal grants are very competitive. To ensure your application is processed, please verify that your organization’s registration in the System for Award Management (SAM) is valid and current. Go to SAM: Systems for Award Management and follow the FAQs and User Guides to update and verify your SAM data. Current SAM registration is mandatory for most agencies, and grants will not be awarded to applicants without valid and current registration in SAM. Remember: Registration on SAM.gov is free of charge.
