Aloha,The July 2024 Grants Newsletter is your latest monthly resource for governments, schools, non-profit organizations, and businesses interested in pursuing opportunities for federal grant and cooperative agreement funding. This newsletter includes information on grant opportunities published in www.grants.gov, the Federal government’s central website for grant funding.  To access my grants e-newsletter, please click on the July 2024 Federal Grant Opportunities title above. 

Part 1 of this month’s newsletter contains the regular current discretionary program listings and research opportunities.  Part 2 is a compilation of websites and links to general grant information provided by the Federal Agencies that most often have discretionary grant solicitations and is updated monthly.To access a list of this month’s State-Specific Grant Opportunities, this includes programs only eligible to State, not local, government agencies, please click here. 

Also included are links and information which highlight current funding opportunities under The Bipartisan Infrastructure Law, and an updated link to report on The Bipartisan Infrastructure Law’s Distribution of funding in Hawaii. To date, $2.4 billion in Bipartisan Infrastructure Law funding has been announced and is headed to Hawaii with over 100 specific projects identified for funding. Native Hawaiian grant opportunities 

There are no notices specific to Hawaii this month. However, the following DOI program specifically designates Native Hawaiian organizations as an eligible entity.Department of Interior – National Park Service FY2024 Historic Preservation Fund – Underrepresented Communities Grants CFDA 15.966 is intended to diversify listings in the National Register of Historic Places to include communities that are currently underrepresented. URC grants are funded by the Historic Preservation Fund (HPF), and are administered by the NPS. Projects include surveys and nominations of historic sites associated with communities underrepresented in the National Register. Every URC grant project MUST result in at least one new or amended nomination to the National Register of Historic Places. (August 29, 2024 deadline) 

New and modified national competitions of special interest this month include:

Department of Agriculture – Forest Service Inflation Reduction Act Forest Landowner Support: Landowner Cost Share Payment Programs for Climate Mitigation and/or Forest Resilience Practices CFDA 10.731 is a forecasted funding opportunity that is the third in an anticipated series of Forest Landowner Support programming. (September 30, 2024 deadline with an anticipated release later in July 2024) 

Department of Agriculture – Rural Utilities Service Broadband Technical Assistance CFDA 10.752 provides competitive cooperative agreement funding to eligible entities to receive or deliver broadband technical assistance and training that promotes the expansion of broadband. Program funds must be used to support broadband technical assistance activities that promote the expansion of broadband into rural areas. Examples of broadband technical assistance projects may include conducting feasibility studies, completing network designs, and developing broadband financial assistance applications. (August 20, 2024 deadline)

Department of Health and Human Services – Health Resources and Services Administration Teaching Health Center Graduate Education Program CFDA 93.530 to provide funding to support the training of residents/fellows and dentists in primary care residency training programs within community-based ambulatory patient care settings. These residency programs will increase the number of primary care residents/fellows and dentists and prepare them to provide high quality care, particularly in rural and underserved communities, and develop competencies to serve these diverse populations and communities. This NOFO is contingent on the availability of funding.  (October 31, 2024 deadline)

Department of Housing and Urban Development – Eviction Protection Grant Program CFDA 14.537 will fund nonprofit organizations and government entities to provide no cost legal assistance to low-income tenants at risk or subject to eviction. Additionally, projects will expand the evidence base around eviction prevention and diversion programming, by reporting information about tenants served, legal assistance services provided, outcomes achieved, and milestones reached, and collaborative activities.  (August 20, 2024 deadline) 

Department of Housing and Urban Development – Lead Hazard Reduction Grant Program CFDA 14.905 provides funding to maximize the number of children under the age of six protected from lead poisoning by assisting states, cities, counties/parishes, Native American Tribes or other units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing populations. In addition, there is Healthy Homes Supplemental funding available that is intended to enhance the lead-based paint hazard control activities by comprehensively identifying and addressing other housing hazards that affect occupant health. (August 19, 2024 deadline)

Institute of Museum and Library Services – Laura Bush 21st Century Librarian Program (2025) CFDA 45.313 supports projects that provide training and professional development to library and archives professionals; develop faculty and information leaders; and recruit, educate, and retain the next generation of library and archives professionals. (September 20, 2024 deadline)

Institute of Museum and Library Services – National Leadership Grants for Libraries (2025) CFDA 45.312 supports projects that build workforce and institutional capacity. The models, tools, research findings, services and partnerships resulting from these awards can be widely used, adapted, scaled, or replicated to extend and maximize the benefit of Federal investment to libraries and archives of all sizes. (September 20, 2024 deadline )

Department of Interior – Bureau of Land Management BLM-National Interagency Fire Center (NIFC) Joint Fire Science Program (JFSP) Primary Announcement (4 task statements) CFDA 15.232 is a partnership of seven federal wildland fire management and research agencies that have a shared need to address problems associated with managing wildland fuels, fires, and fire-impacted ecosystems. Funding to support the program is provided by both DOI and FS. (September 19, 2024 deadline)

Department of Labor – Employment and Training Administration YouthBuild CFDA 17.274will award grants through a competitive process to organizations providing pre-apprenticeship services that support education, occupational skills training, and employment services to opportunity youth, ages 16 to 24, who are performing meaningful work and service to their communities. (September 16, 2024 deadline)

National Endowment for the Humanities – Public Impact Projects at Smaller Organizations CFDA 45.164 strengthens the capacity of small and mid-sized museums and cultural organizations to create and develop public humanities programming.  (June 11, 2025 deadline)

Department of Transportation – 69A345 Office of the Under Secretary for Policy Reconnecting Communities Pilot (RCP) Program CFDA 20.940 aims to advance and support reconnection of communities divided by transportation infrastructure – with a priority on helping disadvantaged communities improve access to daily needs (jobs, schools, healthcare, grocery stores, and recreation). Funds for the fiscal years (FY) 2024, 2025, and 2026 RCP grant program are to be awarded on a competitive basis to support planning and capital construction activities that aim to restore community connectivity through the removal, retrofit, mitigation or replacement of highways, roadways, or other infrastructure facilities that create barriers to mobility, access or economic development. (September 30, 2024 deadline)

Department of Transportation – Federal Highway Administration FYs 2023 through 2026 (Year Two through Year Five) National Culvert Removal, Replacement and Restoration Grant Program (Culvert Aquatic Organism Passage (Culvert AOP) Program) CFDA 20.205 awards grants to eligible applicants for projects for the replacement, removal, and repair of culverts or weirs that would meaningfully improve or restore fish passage for anadromous fish. (September 23, 2024 deadline)

Department of Agriculture – Natural Resources Conservation Service 
Composting and Food Waste Reduction (CFWR) Pilot Project CFDA 10.902 is funding up to 150 projects to serve as pilot for composting and waste reduction techniques.  (September 4, 2024 deadline) 

Department of Agriculture National Institute of Food and Agriculture – Agriculture and Food Research Initiative Competitive Grants Program Education and Workforce Development CFDA 10.310 focuses on developing the next generation of research, education, and extension professionals in the food and agricultural sciences. The National Institute of Food and Agriculture (NIFA) requests applications for the AFRI’s Education and Workforce Development program areas to support: professional development opportunities for K-14 educational professionals; non-formal education that cultivates food and agricultural interest in youth; workforce training at community, junior, and technical colleges; training of undergraduate students in research and extension; fellowships for predoctoral candidates and postdoctoral scholars. (December 5, 2024 deadline)

Department of Agriculture – Foreign Agricultural Service 2025 Emerging Markets Program  CFDA 10.603 is available to U.S. entities to develop, maintain, or expand markets for exports of United States agricultural commodities and to promote cooperation and exchange of information between agricultural institutions and agribusinesses in the United States and emerging markets. (June 30, 2025 deadline)

Department of Commerce NOAA – ERA Production Ocean Exploration Fiscal Year 2025 Funding Opportunity CFDA 11.011 is soliciting proposals for ocean exploration-related projects under two themes: Ocean Exploration and Maritime Heritage. (October 3, 2024 deadline)

Department of Defense – Dept of the Army — Materiel Command DEVCOM Analysis Center Broad Agency Announcement For Applied Research CFDA 12.431 is soliciting research proposals for submission to the U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center (DAC) for funding consideration. 1000 awards are expected. (January 2028 deadline)

Environmental Protection Agency – Clean Heavy-Duty Vehicles Grants CFDA 66.049  provides funds to incentivize and accelerate the replacement of existing non-ZE Class 6 and 7 heavy-duty vehicles with ZE vehicles. This funding to support ZE vehicles will benefit communities across the United States (U.S.), especially communities that are disproportionately burdened by air pollution and marginalized by underinvestment. These replacement vehicles will ensure cleaner air for the communities in which they operate. The reduction in greenhouse gas emissions from these vehicle replacements will also help address the outsized role of the transportation sector in fueling the climate crisis. (July 25, 2024 deadline)

Environmental Protection Agency – Environmental and Climate Justice Community Change Grants Program CFDA 66.616 created by the Inflation Reduction Act, offers an unprecedented $2 billion in grants under this Notice of Funding Opportunity (NOFO). The Community Change Grants will fund community-driven projects that address climate challenges and reduce pollution while strengthening communities through thoughtful implementation. This historic level of support will enable communities and their partners to overcome longstanding environmental challenges and implement meaningful solutions to meet community needs now and for generations to come. (November 21, 2024 deadline)

Environmental Protection Agency – FY25 Brownfields Job Training (JT) Grants CFDA 66.815 
supports the creation of good-paying jobs with the free and fair choice to join a union and the incorporation of strong labor standards and workforce programs. Brownfields Job Training Grants help residents take advantage of jobs across a spectrum of brownfield related activities, including the assessment, cleanup, remediation, and planning/site preparation for the revitalization of brownfields. (August 15, 2024 deadline) 

Department of Homeland Security – FEMA Fiscal Year 2024 Regional Catastrophic Preparedness Grant Program CFDA 97.111 provides funding to close known capability gaps, encourage innovative regional solutions to issues related to catastrophic incidents, and build on existing regional preparedness efforts. The purpose of the RCPGP is to build regional capacity to manage catastrophic incidents by improving and expanding collaboration for catastrophic incident preparedness (July 25, 2024 deadline)

Department of Housing and Urban Development – ROSS (Resident Opportunity and Self-Sufficiency) Service Coordinator Program – FY2024 – NOFO CFDA 14.870 provides ROSS-SC grant funding to eligible applicants to hire a Service Coordinator who assesses the needs of Public and Indian housing residents and links them to local training and supportive services that will enable participants to move along the self-sufficiency continuum. (September 30, 2024 deadline)

Department of Housing and Urban Development – Youth Homeless Demonstration Program CFDA 14.276 will select up to 25 communities to participate in the Youth Homelessness Demonstration Program (YHDP) to develop and execute a coordinated community approach to preventing and ending youth homelessness. Only CoC Collaborative Applicants may apply for a community under this NOFO. (August 29, 2024 deadline) 

Department of Interior – National Park Service Creating Opportunities for Relevant Experience (CORE) Wildland Fire Training Crews CFDA 15.969 seeks to offer basic training, knowledge and experience that will inspire interest in future career opportunities for participants while working to support the NPS wildland fire mission. CORE crewmembers will work with trained professional fire staff with the NPS and gain on-the-job skills and experience. They will also be coached and mentored in wildland fire and NPS operations. (Rolling deadline until 2029)

Department of Interior – National Park Service Experienced Services Program CFDA 15.011is intended to augment the capacity of parks and provide needed subject-matter expertise to address short-term needs, unanticipated workloads, and new initiatives. The Experienced Services Program provides a cost-effective recruitment opportunity to obtain the services of non-Federal, experienced workers aged 55 and older. Through agreements with eligible nonprofit organizations, the NPS will be able to recruit and utilize the services of these workers on a project-specific basis to enhance its capacity to achieve its mission, goals, and objectives. (July 22, 2024 deadline)

Department of Interior – Fish and Wildlife Service F24AS00022 – Coastal Program – FY24 CFDA 15.630 is a voluntary, community-based program that provides technical and financial assistance primarily through cooperative agreements to coastal communities, conservation partners, and landowners to restore and protect fish and wildlife habitat on public and private lands. The Coastal Program staff coordinates with partners, stakeholders and other Service programs to identify geographic focus areas and develop habitat conservation goals and priorities within these focus areas. (September 30, 2024 deadline)

Department of Interior – Fish and Wildlife Service National Fish Passage Program Base Funding Fiscal Year 2024 CFDA: 15.685 is a voluntary program that provides direct technical and financial assistance to partners to remove instream barriers and restore aquatic organism passage and aquatic connectivity for the benefit of Federal trust resources. In doing so, NFPP aims to maintain or increase native fish populations to improve ecosystem resiliency and provide quality fishing experiences. Activities that restore fish passage often provide ancillary benefits such as reducing flood risk, enhancing community resilience to impacts from climate change, and improving road infrastructure. NFPP funds a variety of project types including, but not limited to, dam removals, culvert replacements, floodplain restoration, and the installation of fishways. (December 31, 2024 deadline)

Department of Justice – Community Oriented Policing Services FY24 Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement – Support for Law Enforcement Agencies CFDA 16.710 is to promote safe outcomes during police encounters with persons in crisis through relevant training. Awards under this solicitation will be made to law enforcement agencies seeking to implement training and related supports on this topic. Training is supported for law enforcement officers, support personnel employed by law enforcement agencies, and mental health professionals working on crisis intervention teams as employees of a law enforcement agency or under a legal agreement with a law enforcement agency. (July 23, 2024 deadline) 

Department of Justice – Office for Victims of Crime OVC FY24 Meeting the Basic Needs of Underserved Crime Victims CFDA 16.582 is seeking applications from organizations that provide culturally responsive services to crime victims and survivors from communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization. These victims often face barriers that prevent them from accessing critical services. Such barriers can isolate these victims and contribute to distrust of the government and government systems. Unaddressed needs can lead to long-term physical, emotional, social, and financial problems for survivors. OVC will support services for victims by organizations that understand the complex, multilayered, culturally specific challenges that crime victims from these communities face when attempting to access assistance and services. (July 29, deadline)

Department of Labor – Employment and Training Administration 
National Dislocated Worker Grants Program Guidance CFDA 17.277 are discretionary grants awarded by the Secretary of Labor under Section 170 of the Workforce Innovation and Opportunity Act (WIOA) to provide employment-related services for dislocated workers. The Department funds two types of DWGs: Disaster Recovery and Employment Recovery. (Rolling deadline)

National Endowment for the Humanities – Public Scholars Program CFDA 45.160 offers grants to individual authors for research, writing, travel, and other activities leading to the creation and publication of well researched nonfiction books in the humanities written for the broad public. (November 27, 2024 deadline)


National Endowment for the Humanities – Preservation Assistance Grants for Smaller Institutions CFDA 45.149 helps small and mid-sized institutions improve their ability to preserve and care for their humanities collections. The program encourages applications from small and mid-sized institutions that have never received an NEH grant. (January 9, 2025 deadline)

National Endowment for the Humanities – Public Humanities Projects CFDA 45.164 supports projects that bring the ideas and insights of the humanities to life for general audiences through in-person, hybrid, or virtual programming. Projects must engage humanities scholarship to analyze significant themes in disciplines such as history, literature, ethics, and art history. (August 14, 2024 deadline)

National Endowment for the Humanities – Climate Smart Humanities Organizations CFDA 45.130 program supports comprehensive assessment and strategic planning efforts by humanities organizations to mitigate physical and operational environmental impacts and adapt to a changing climate. Projects will result in climate action and adaptation planning documents or similar detailed assessments including prioritized, measurable actions and their expected outcomes. (September 12, 2024 deadline)

National Endowment for Humanities – Media Projects CFDA 45.164 supports collaboration between media producers and scholars to develop content grounded in humanities scholarship and prepare documentary films and television, radio programs, and podcasts that engage public audiences with humanities ideas in creative and appealing ways. (August 14, deadline)

National Endowment for the Humanities – Public Scholars CFDA 45.160 offers grants to individual authors for research, writing, travel, and other activities leading to the creation and publication of well-researched nonfiction books in the humanities written for the broad public. (August 28, 2024 deadline)

Department of Transportation – 69A345 Office of the Under Secretary for Policy 
Small Community Air Service Development Program CFDA 20.930 is designed to provide financial assistance to small communities to help them enhance their air service. The Department seeks to fund projects that advance the Departmental priorities of safety, equity, climate and sustainability, and workforce development, job quality, and wealth creation as described in the USDOT Strategic Plan, Research, Development and Technology Strategic Plan, and in executive orders. (July 25, 2024 deadline)

Department of Transportation – Federal Highway Administration Charging and Fueling Infrastructure (CFI) Discretionary Grant Program ROUND 2 CFDA 20.205 solicits applications for the Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) established under the Infrastructure Investment and Jobs Act (“Bipartisan Infrastructure Law” or “BIL”). (August 28, 2024 deadline)

Department of Transportation – Federal Highway Administration FY 2024-2026 Wildlife Crossings Pilot Program CFDA 20.205 provide grants on a competitive basis for projects that seek to achieve a reduction in the number of wildlife-vehicle collisions; and improve habitat connectivity for terrestrial and aquatic species. (September 4, 2024 deadline)

Department of Transportation – 69A345 Office of the Under Secretary for Policy Safe Streets and Roads for All Funding Opportunity CFDA 20.939 will be awarded on a competitive basis to support planning and demonstration activities, as well as projects and strategies to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians; bicyclists; public transportation, personal conveyance, and micro mobility users; motorists; and commercial vehicle operators. (August 29, 2024 deadline)

Important note:Federal grants are very competitive. To ensure your application is processed, please verify that your organization’s registration in the System for Award Management (SAM) is valid and current. Go to SAM: Systems for Award Management and follow the FAQs and User Guides to update and verify your SAM data. Current SAM registration is mandatory for most agencies, and grants will not be awarded to applicants without valid and current registration in SAM. Remember: Registration on SAM.gov is free of charge.If you are applying for a federal grant and would like to request a letter of support, or have questions about the application process, please contact  my state office at Hawaiioffice@hirono.senate.gov, and include this form and an abstract of your project. Letters of support are submitted directly to the granting agency from my office once the complete application has been submitted.
