May 2024 Federal Grant Opportunities

The May 2024 Grants Newsletter is your latest monthly resource for governments, schools, non-profit organizations, and businesses interested in pursuing opportunities for federal grant and cooperative agreement funding. This newsletter includes information on grant opportunities published in www.grants.gov, the Federal government’s central website for grant funding.  To access my grants e-newsletter, please click on the May 2024 Federal Grant Opportunities title above. 

Part 1 of this month’s newsletter contains the regular current discretionary program listings and research opportunities.  Part 2 is a compilation of websites and links to general grant information provided by the Federal Agencies that most often have discretionary grant solicitations and is updated monthly.

Also included are links and information which highlight current funding opportunities under The Bipartisan Infrastructure Law, and an updated link to report on The Bipartisan Infrastructure Law’s Distribution of funding in Hawaii. As late April $2.4 billion in Bipartisan Infrastructure Law funding has been announced and is headed to Hawaii with over 100 specific projects identified for funding. There are no new notices specific to Hawai’i this month – the previously announced programs are listed below as a reminder:

Interior Business Center – Heritage (Tourism) Opportunities in Hawaiʻi (HŌʻIHI) NATIVE Act Grant Program for Native Hawaiian Organizations  CFDA 15.068 plays an important role in promoting heritage and cultural tourism opportunities through the self-determining participation of Native American communities, including the Native Hawaiian Community, in the visitor industry. The Hawaiian value of hōʻihi (to treat with reverence or respect), as reflected in the ʻōlelo noʻeau (Hawaiian proverb) “E hōʻihi aku, e hōʻihi mai,” meaning “show respect, get respect”, represents the core principle of ONHR’s HŌʻIHI Grant Program. Through showing respect, visitors (tourists) can then be welcomed as guests with a shared kuleana (responsibility) in perpetuating the values and importance of Native Hawaiian traditional knowledge and cultural practices. (June 3, 2024 deadline)

Department of Interior – Bureau of Reclamation Water Conservation Field Services Program for Fiscal Year 2024  CFDA 15.530 makes cost- shared financial assistance available for developing water conservation plans, identifying water management improvements through System Optimization Reviews (SORs), designing water management improvements, and improving the understanding of water conservation techniques through demonstration activities. (June 3, 2024 deadline)

Hawaii Office of Hawaiian Affairs has announced that the application period for $6.87 million in 10 new OHA Grant Solicitations for 2024 is currently open. The office provides support for Hawaii based nonprofit organizations that have projects, programs, and initiatives to serve our Lāhui in alignment with OHA’s Strategic Foundations, Directions & Outcomes. OHA’s new and improved grants initiative is titled “Ua Kā a Paʻa (Fastened and Secured as the Kōkō) with agency grants envisioned as the kōkō – or carrying net – that support nonprofits in bringing resources to beneficiaries. The refreshed program’s intent is to lower barriers for organizations to apply for OHA grants, creating a stronger application pool and striking a greater balance between a rigorous process and an orientation toward supporting and uplifting community organizations.

New and modified national competitions of special interest this month include:

Department of Agriculture – Office of Partnerships and Public Engagements 
Outreach and Assistance for Socially Disadvantaged and Veteran Farmers and Ranchers (2501 Program) CFDA 10.443  funds projects to encourage and assist underserved farmers and ranchers, military veteran farmers and ranchers, and beginning farmers and ranchers with owning and operating farms and ranches and in participating equitably in the full range of agricultural, forestry, and related programs offered by USDA. (July 5 Deadline) 

Consumer Product Safety Commission – Pool Safety Grant Program (PGSP) 2024 CFDA 87.002 assists states, local governments, and Native American Tribal Governments in implementing enforcement and education programs to prevent the drowning and drain entrapment of children in pools and spas. (July 12 Deadline)

Department of Education – Office of Postsecondary Education (OPE): Federal TRIO Programs: Student Support Services (SSS) Program, Assistance Listing Number 84.042A makes grants to increase the number of disadvantaged students, including low-income college students, first-generation college students, and college students with disabilities, who successfully complete a program of study at the postsecondary level. (July 15 Deadline)

Department of Education – Office of Elementary and Secondary Education (OESE): Grants to Charter Management Organizations for the Replication and Expansion of High-Quality Charter Schools (CMO Grants), Assistance Listing Number (ALN) 84.282M awards grants to charter management organizations (CMOs)[1] on a competitive basis to enable them to replicate or expand one or more high-quality charter schools. (June 27  Deadline)

Environmental Protection Agency – Clean Heavy-Duty Vehicles Grants CFDA 66.049  provides funds to incentivize and accelerate the replacement of existing non-ZE Class 6 and 7 heavy-duty vehicles with ZE vehicles. This funding to support ZE vehicles will benefit communities across the United States (U.S.), especially communities that are disproportionately burdened by air pollution and marginalized by underinvestment. These replacement vehicles will ensure cleaner air for the communities in which they operate. The reduction in greenhouse gas emissions from these vehicle replacements will also help address the outsized role of the transportation sector in fueling the climate crisis. (July 25 Deadline)

Department of Homeland Security – Department of Homeland Security – FEMA 
Fiscal Year 2024 Port Security Grant Program CFDA 97.056 one of four grant programs that constitute DHS/FEMA’s focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation’s critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. (June 24 Deadline)

Department of Housing and Urban Development – FY 2024 and FY 2025 Community Compass Technical Assistance and Capacity Building Program Notice of Funding Opportunity (NOFO) CFDA 14.259 is HUD’s integrated technical assistance (TA) and capacity building initiative. Community Compass helps customers navigate complex housing and community development challenges. It equips them with knowledge, skills, tools, and capacity to implement HUD’s programs and policies. Community Compass provides effective administrative and managerial oversight of HUD funding. (June 20 Deadline) 

Department of Housing and Urban Development – Housing-Related Hazards & Lead-Based Paint Capital Fund Program CFDA 14.888 is funding to evaluate and reduce residential health hazards in public housing, including lead-based paint, carbon monoxide, mold, radon, fire safety, and asbestos. (July 1 Deadline)

Department of Justice – Bureau of Justice Assistance BJA FY24 STOP School Violence Program Competitive Solicitation CFDA 16.839 makes grants to increase school safety by implementing solutions that will improve school climate. Solutions include school-based behavioral threat assessments and/or intervention teams to identify school violence risks among students, technological innovations that are shown to increase school safety such as anonymous reporting technology, and other school safety strategies that assist in preventing violence. (June 12 deadline)

Department of Justice – Bureau of Justice Assistance BJA FY24 Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program CFDA 16.838 makes grants to develop, implement, or expand comprehensive programs in response to the overdose crisis and the impacts of illicit opioids, stimulants, or other substances. The program provides resources to support state, local, tribal, and territorial efforts to respond to illicit substance use and misuse, reduce overdose deaths, promote public safety, and support access to prevention, harm reduction, treatment, and recovery services in the community and justice system. (July 1 Deadline)

Department of Justice – Community Oriented Policing Services FY24 COPS Technology and Equipment Program Invitational Solicitation CFDA 16.710Community Oriented Policing Services FY24 COPS Hiring Program CFDA 16.710and Community Oriented Policing Services FY24 COPS School Violence Prevention Program CFDA 16.710 – advance the practice of community policing by the nation’s state, local, territorial, and tribal law enforcement agencies through information and grant resources. (June Deadlines)

Department of Justice – Office on Violence Against Women OVW Fiscal Year 2024 Training and Services to End Violence and Abuse of Women Later in Life Program CFDA 16.528 supports a comprehensive approach to addressing abuse in later life, including domestic violence, dating violence, sexual assault, stalking, neglect, abandonment, economic abuse, or willful harm committed against victims who are 50 years of age or older. (June 25 Deadline)

National Credit Union Administration – 2024 CDRLF Grant Round CFDA 44.002 makes technical assistance grants (awards) for low-income designated credit unions through the 2024 CDRLF Grant Round. (July 1 Deadline)

National Endowment for the Arts – NEA Grants for Arts Projects 2, FY2025 CFDA 45.024  is  NEA’s largest grants program for organizations, providing comprehensive and expansive funding opportunities for communities. Through project-based funding, the program supports opportunities for public engagement with the arts and arts education, for the integration of the arts with strategies promoting the health and well-being of people and communities, and for the improvement of overall capacity and capabilities within the arts sector. (July 11 Deadline)

Department of Agriculture – Rural Business-Cooperative Service 
Rural Economic Development Loan and Grant CFDA number 10.854 provides funding for rural projects through local utility organizations. USDA provides zero-interest loans to local utilities which they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. The ultimate recipients repay the lending utility directly. The utility then is responsible for repayment to USDA. USDA  also provides grants to local utility organizations which use the funding to establish Revolving Loan Funds (RLF). Loans are made from the revolving loan funds to projects that will create or retain rural jobs. When the revolving loan fund is terminated, the grant is repaid to USDA. (June 30 2024 deadline)

Department of Agriculture National Institute of Food and Agriculture – Agriculture and Food Research Initiative Competitive Grants Program Education and Workforce Development CFDA 10.310 focuses on developing the next generation of research, education, and extension professionals in the food and agricultural sciences. The National Institute of Food and Agriculture (NIFA) requests applications for the AFRI’s Education and Workforce Development program areas to support: professional development opportunities for K-14 educational professionals; non-formal education that cultivates food and agricultural interest in youth; workforce training at community, junior, and technical colleges; training of undergraduate students in research and extension; fellowships for predoctoral candidates and postdoctoral scholars. (December 5, 2024 deadline)

Department of Agriculture – Foreign Agricultural Service 2025 Emerging Markets Program  CFDA 10.603 is available to U.S. entities to develop, maintain, or expand markets for exports of United States agricultural commodities and to promote cooperation and exchange of information between agricultural institutions and agribusinesses in the United States and emerging markets. (June 30, 2025 deadline)

Department of Agriculture – Rural Business-Cooperative Service Socially Disadvantaged Groups Grant CFDA: 10.871  provides funding for technical assistance to Socially-Disadvantaged Groups in rural areas. Eligible applicants include Cooperatives, Groups of Cooperatives, and Cooperative Development Centers. This program supports Rural Development’s (RD) mission of improving the quality of life for rural Americans and commitment to directing resources to those who most need them. (June 3, 2024 deadline)

Department of Agriculture – National Institute of Food and Agriculture 
Agriculture and Food Research Initiative Sustainable Agricultural Systems CFDA number 10.310 focuses on approaches that promote transformational changes in the U.S. food and agriculture system. NIFA seeks creative and visionary applications that take a systems approach for projects are expected to significantly improve the supply of affordable, safe, nutritious, and accessible agricultural products, while fostering economic development and rural prosperity in America. (June 6, 2024 deadline)

Department of Commerce NOAA – ERA Production Ocean Exploration Fiscal Year 2025 Funding Opportunity CFDA 11.011  is soliciting proposals for ocean exploration-related projects under two themes: Ocean Exploration and Maritime Heritage. (October 3, 2024 deadline)

Department of Defense – Dept of the Army — Materiel Command DEVCOM Analysis Center Broad Agency Announcement For Applied Research CFDA number 12.431 is soliciting research proposals for submission to the U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center (DAC) for funding consideration. 1000 awards are expected. (January 2028 deadline)

Environmental Protection Agency – Environmental and Climate Justice Community Change Grants Program CFDA number 66.616 created by the Inflation Reduction Act, offers an unprecedented $2 billion in grants under this Notice of Funding Opportunity (NOFO). The Community Change Grants will fund community-driven projects that address climate challenges and reduce pollution while strengthening communities through thoughtful implementation. This historic level of support will enable communities and their partners to overcome longstanding environmental challenges and implement meaningful solutions to meet community needs now and for generations to come. (November 21, 2024)

Department of Health of Human Services Administration for Children & Families – ACYF/FYSB has programs for Runaway and Homeless Youth Prevention CFDA 93.623Maternity Group Homes CFDA 93.550, and Street Outreach and Transitional Living for Runaways CFDA 93.550.  (June 7, 2024 deadline )

Department of Housing and Urban Development FY24 Choice Neighborhoods Planning Grants CFDA 14.892 supports the development of a comprehensive plan to revitalize severely distressed public housing and/or HUD-assisted housing and the surrounding neighborhood. Using these grant funds, communities will undertake certain activities that lead to the creation of a comprehensive neighborhood revitalization strategy, or Transformation Plan. (June 10, 2024 deadline)

Department of Housing and Urban Development is announcing the agency’s first program to simultaneously invest in energy efficiency, energy generation, and climate resilience strategies specifically in HUD-assisted multifamily housing. All of the investments under the GRRP will be made in affordable housing communities serving low-income families.  HUD is offering GRRP funding through three separate cohorts designed to meet the different needs of HUD’s assisted multifamily portfolio. 
– Green and Resilient Retrofit Program (GRRPC) Comprehensive CFDA number 14.021 (June 12, 2024 deadline) 

Department of Housing and Urban Development – FY 2023 Section 202 Supportive Housing for the Elderly Program CFDA number 14.157 provides Capital Advance funding for the development of supportive rental housing for Very-Low-Income persons aged 62 years or older and project rental subsidies in the form of a Project Rental Assistance Contract (PRAC) to maintain ongoing affordability. This program provides elderly persons with the opportunity to live independently, but with important voluntary support services such as nutritional, transportation, continuing education, and/or health-related services. In addition, this year’s NOFO includes funding to support the development of intergenerational housing for elderly caregivers raising children. Intergenerational dwelling units are also referred to as ‘intergenerational housing’ in this NOFO. ( June 20, 2024 deadline)

Department of Housing and Urban Development – US Department of Housing and Urban Development Preservation and Reinvestment Initiative for Community Enhancement (PRICE) Competition CFDA number 14.024 is to preserve long-term housing affordability for residents of manufactured housing or an MHC, to redevelop MHCs, and to primarily benefit low- and moderate-income (LMI) residents. (June 5, 2024 deadline)

Department of Interior – Fish and Wildlife Service 
F24AS00022 – Coastal Program – FY24 CFDA number 15.630 is a voluntary, community-based program that provides technical and financial assistance primarily through cooperative agreements to coastal communities, conservation partners, and landowners to restore and protect fish and wildlife habitat on public and private lands. The Coastal Program staff coordinates with partners, stakeholders and other Service programs to identify geographic focus areas and develop habitat conservation goals and priorities within these focus areas. (September 30, 2024 deadline)

Department of Interior – Fish and Wildlife Service National Fish Passage Program Base Funding Fiscal Year 2024  CFDA: 15.685 is a voluntary program that provides direct technical and financial assistance to partners to remove instream barriers and restore aquatic organism passage and aquatic connectivity for the benefit of Federal trust resources. In doing so, NFPP aims to maintain or increase native fish populations to improve ecosystem resiliency and provide quality fishing experiences. Activities that restore fish passage often provide ancillary benefits such as reducing flood risk, enhancing community resilience to impacts from climate change, and improving road infrastructure. NFPP funds a variety of project types including, but not limited to, dam removals, culvert replacements, floodplain restoration, and the installation of fishways. (December 31, 2024 deadline)

Department of Interior – National Park Service Military Families Outdoors Program CFDA 15.954 is focused on promoting the health and wellness of active-duty military service members and their families through positive engagement experiences with national parks, public lands, and waterways. These experiences will promote healthy lifestyle habits and inspire families to become environmental stewards of national parks.  (July 15, 2024 deadline)

Department of Labor – Employment and Training Administration 
National Dislocated Worker Grants Program Guidance CFDA number 17.277 are discretionary grants awarded by the Secretary of Labor under Section 170 of the Workforce Innovation and Opportunity Act (WIOA) to provide employment-related services for dislocated workers. The Department funds two types of DWGs: Disaster Recovery and Employment Recovery. (Rolling deadline)

National Endowment for the Humanities has several program announcements this month.  Each program has a different focus.  The most universal of the program is Public Impact Projects at Smaller Organizations Program CFDA number 45.164 supports small and mid-sized museums and cultural organizations in the creation of public humanities programming and strengthens their capacity to develop such programming. (June 12, 2024 deadline)

National Endowment for the Humanities – Public Scholars Program CFDA number 45.160 offers grants to individual authors for research, writing, travel, and other activities leading to the creation and publication of well researched nonfiction books in the humanities written for the broad public. (November 27, 2024 deadline)

National Endowment for the Humanities – Preservation Assistance Grants for Smaller Institutions CFDA number 45.149helps small and mid-sized institutions improve their ability to preserve and care for their humanities collections. The program encourages applications from small and mid-sized institutions that have never received an NEH grant. (January 9, 2025 deadline)

National Endowment for the Humanities – Public Humanities Projects CFDA number 45.164 supports projects that bring the ideas and insights of the humanities to life for general audiences through in-person, hybrid, or virtual programming. Projects must engage humanities scholarship to analyze significant themes in disciplines such as history, literature, ethics, and art history. (August 14, 2024 deadline)

National Endowment for the Humanities – Climate Smart Humanities Organizations CFDA number 45.130 program supports comprehensive assessment and strategic planning efforts by humanities organizations to mitigate physical and operational environmental impacts and adapt to a changing climate. Projects will result in climate action and adaptation planning documents or similar detailed assessments including prioritized, measurable actions and their expected outcomes. (September 12, 2024 deadline)

Department of Transportation – 69A345 Office of the Under Secretary for Policy Safe Streets and Roads for All Funding Opportunity CFDA number 20.939 will be awarded on a competitive basis to support planning and demonstration activities, as well as projects and strategies to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians; bicyclists; public transportation, personal conveyance, and micro mobility users; motorists; and commercial vehicle operators. (August 29, 2024 deadline)

Federal grants are very competitive. To ensure your application is processed, please verify that your organization’s registration in the System for Award Management (SAM) is valid and current. Go to SAM: Systems for Award Management and follow the FAQs and User Guides to update and verify your SAM data. Current SAM registration is mandatory for most agencies, and grants will not be awarded to applicants without valid and current registration in SAM. Remember: Registration on SAM.gov is free of charge.
