This newsletter includes information on grant opportunities published in www.grants.gov, the Federal government’s central website for grant funding. To access my grants e-newsletter click on the December 2023 Federal Grant Opportunities title above.Part 1 of this month’s newsletter contains the regular current discretionary program listings and research opportunities. Part 2 is a compilation of websites and links to general grant information provided by the Federal Agencies that most often have discretionary grant solicitations. Also included are links and information which highlight current funding opportunities under The Bipartisan Infrastructure Law, and an updated link to report on The Bipartisan Infrastructure Law’s Distribution of funding in Hawaii. To date, over $1.9 billion in Bipartisan Infrastructure Law funding has been announced and is headed to Hawaii with over 81 specific projects identified for funding. The entire fact sheet is included here as well: https://www.whitehouse.gov/wp-content/uploads/2023/10/Hawai_i-Fact-Sheet.pdf The following notices are specific to Hawaii this month: Department of Agriculture – National Institute of Food and Agriculture Alaska Native-Serving and Native Hawaiian-Serving Institutions Education Competitive Grants CFDA number 10.228 promote and strengthen the ability of Native Hawaiian-Serving Institutions to carry out education, applied research, and related community development programs. NIFA intends this program to address educational needs, as determined by each institution, within a broadly defined arena of food and agricultural sciences-related disciplines. (March 5, 2024 deadline) Department of Commerce – FY 2024 NOAA Coral Reef Conservation Program – Ruth D. Gates Grant Program: Local and National Capacity Building Support Grants and Cooperative Agreements CFDA number 11.482 solicit financial assistance applications that will build capacity in States with coral reef ecosystems. Applications submitted under the Local Coral Community Group Support priority should propose work plans over a duration of 12 to 24 months. (February 15, 2024 deadline) Department of Interior -National Park Service FY2024 NAGPRA Consultation/Documentation Grants CFDA number 15.922 funds projects to consult on and document the Native American Graves for their Protection and Repatriation. Consultation projects support efforts related to revising a NAGPRA inventory and making or responding to requests for repatriation of items in a NAGPRA summary. Documentation projects support determining the geographical origin, cultural affiliation, and other basic facts surrounding the acquisition of Native American cultural items. Consultation and documentation projects should lead to determining control, treatment, repatriation, and disposition of NAGPRA cultural items. (March 8, 2024 deadline) These programs previously announced and specific to Hawaii are listed below as a reminder: Department of Health and Human Services – Health Resources and Services Administration – FY 2024 Native Hawaiian Health Care Improvement Act CFDA number 93.932 funding will be distributed to (1) raise the health status of Native Hawaiians to the highest possible health level; and (2) provide existing Native Hawaiian health care programs with all resources necessary to fulfill the special responsibilities and legal obligations to the indigenous people of Hawaii. (Further details are expected in December for an estimated March 15, 2024 deadline) New and modified national competitions of special interest this month include: Department of Agriculture – Rural Business-Cooperative Service Rural Business Development Grant (RBDG) program CFDA number 10.351 is designed to provide technical assistance and training for small rural businesses. Small means that the business has fewer than 50 new workers and less than $1 million in gross revenue. Applications for approximately 450 awards will compete in two separate categories, business opportunity grants and business enterprise grants, for use in funding various business and community projects that serve rural areas. (February 28, 2024 deadline) Department of Agriculture – National Institute of Food and Agriculture Food Safety Outreach Program CFDA number 10.328 will fund projects that develop and implement food safety training, education, extension, outreach and technical assistance projects that address the needs of owners and operators of small to mid-sized farms, beginning farmers, socially-disadvantaged farmers, small processors, or small fresh fruit and vegetable merchant wholesalers. (February 13, 2024 deadline) Department of Energy – National Energy Technology Laboratory Bipartisan Infrastructure Law (BIL) Grid Resilience and Innovative Partnerships (GRIP) CFDA number 81.254 will fund projects under this FOA to support three BIL sections including Section 40101(c): Grid Resilience Grants, Section 40107: Smart Grid Grants, and Section 40103(b): Grid Innovation Program. Together DOE refers to these programs as the Grid Resilience and Innovation Partnerships or GRIP program. (April 17, 2024 deadline) Environmental Protection Agency – Environmental and Climate Justice Community Change Grants Program CFDA number 66.616 created by the Inflation Reduction Act, offers an unprecedented $2 billion in grants under this Notice of Funding Opportunity (NOFO). The Community Change Grants will fund community-driven projects that address climate challenges and reduce pollution while strengthening communities through thoughtful implementation. This historic level of support will enable communities and their partners to overcome longstanding environmental challenges and implement meaningful solutions to meet community needs now and for generations to come. (November 21, 2024 deadline) Department of Justice – Office on Violence Against Women OVW Fiscal Year 2024 Justice for Families Program CFDA number 16.021 supports the following activities for improving the capacity of courts and communities to respond to families affected by the targeted crimes: court-based and court-related programs; supervised visitation and safe exchange by and between parents; training for people who work with families in the court system; and civil legal assistance. (January 30, 2024 deadline) National Archives and Records Administration – Publishing Historical Records Collaborative Digital Editions CFDA number 89.003 seeks proposals to publish online editions of historical records. All types of historical records are eligible, including documents, photographs, born-digital records, and analog audio. Projects may focus on broad historical movements in U.S. history, including any aspect of African American, Asian American, Hispanic American, and Native American history, such as law (including the social and cultural history of the law), politics, social reform, business, military, the arts, and other aspects of the national experience. Projects that center the voices and document the history of Black, Indigenous, and People of Color are especially welcome. (May 8, 2024 deadline) National Endowment for the Arts – NEA Challenge America, FY2025 CFDA 45.024 offers support primarily to small organizations for projects in all artistic disciplines that extend the reach of the arts to groups/communities with rich and dynamic artistic and cultural contributions to share that are underserved. The program features an abbreviated application, a standardized $10,000 grant amount, and a robust structure of technical assistance to facilitate entry to NEA funding opportunities. This category may be a good entry point for organizations that are new to applying for federal funding. (April 25, 2024 deadline) National Endowment for the Arts – NEA Grants for Arts Projects 1, FY2025 CFDA number 45.024 supports opportunities for public engagement with the arts and arts education, for the integration of the arts with strategies promoting the health and well-being of people and communities, and for the improvement of overall capacity and capabilities within the arts sector. We welcome applications from a variety of eligible organizations, including first-time applicants; from organizations serving rural, urban, suburban, and tribal communities of all sizes; and from organizations with small, medium, or large operating budgets. (February 15, 2024 deadline) Department of Transportation – 69A345 Office of the Under Secretary for Policy FY 2024 National Infrastructure Investments CFDA number 20.933 solicits applications for projects funded under the Local and Regional Project Assistance Program, known as the RAISE Grants program. If the FY 2024 Appropriations Act provides additional funding for the RAISE grants program and/or significantly different requirements for National Infrastructure Investment funds, the Department will amend this Notice with guidance on additional requirements. As with previous rounds, funds for the FY 2024 RAISE Transportation program are to be awarded on a competitive basis for projects that will have a significant local or regional impact. The BIL mandates that DOT will award at least five percent of available funds, ($75 million of the $1.5 billion) for the planning, preparation or design of eligible projects. (March 29, 2024 deadline) These additional competitions from previous newsletters are included as a reminder: Department of Agriculture – Rural Utilities Service Solid Waste Management Grant Program CFDA number 10.762 funds projects to evaluate current landfill conditions to determine threats to water resources; provide technical assistance and/or training to enhance operator skills in the operation and maintenance of active landfills; provide technical assistance and/or training to help communities reduce the solid waste stream; provide technical assistance and/or training for operators of landfills which are closed or will be closed in the near future with the development and implementation of closure plans, future land use plans, safety and maintenance planning, and closure scheduling within permit requirements. (January 2, 2024 deadline) Department of Agriculture – Food and Nutrition Service FY2024 Farm to School Grants CFDA 10.575 is designed to increase the availability of local foods in schools and help connect students to the sources of their food through education, taste tests, school gardens, field trips, and local food sourcing for school meals. Grants can launch new farm to school programs or expand existing efforts. (January 12, 2024 deadline) Department of Commerce – NOAA – ERA Production 2023 Inflation Reduction Act Climate-Ready Workforce for Coastal States and Territories Competition CFDA number 11.417 will provide funding to form partnerships that train workers and place them into jobs that enhance climate resilience. This competition is designed to meet the emerging and existing skills needs of employers while helping workers enter good jobs, so that together they may enhance climate resilience. (February 13, 2024) Department of Commerce – DOC NOAA – ERA Production FY2024 Sea Grant Programs Only – Disaster Preparedness for Coastal Communities CFDA number 11.417 funds will be available to individual Sea Grant programs in order to support innovative all-hazard preparedness, response, and recovery initiatives for coastal communities. (March 13, 2024 deadline) Department of Commerce NOAA – ERA Production FY2024-2025 National Sea Grant BIL Marine Debris Community Action Coalitions CFDA number 11.417 will support the creation of coalitions and partnerships among communities, groups, and localities, especially those that have been traditionally underserved, to address various marine debris challenges. This is one of two National Sea Grant federal funding opportunities in support of the Bipartisan Infrastructure Law (BIL) to address the prevention and removal of marine debris, focusing on bringing communities together to address local issues in marine debris. A second opportunity NOAA-OAR-SG-XXX, the “Bipartisan Infrastructure Law (BIL) Marine Debris Challenge Competition,” will support original, innovative, and transformational marine debris prevention and removal research that pushes the boundaries of existing technologies and approaches, changes the current landscape of marine debris mitigation, and ties that research to tangible outputs. (March 5, 2024 deadlines) Department of Commerce – FY24 NOAA Marine Debris Removal under the Bipartisan Infrastructure Law CFDA number 11.999funding supports impactful, large marine debris removal projects that will improve the resilience of the coastal and marine environment and implement strategies to prevent the re-accumulation of marine debris. “Impactful” projects are considered to be those that will have long-lasting, transformational benefits to marine and coastal NOAA trust resources, coastal communities, and/or local economies. (February 23. 2024 deadline) Corporation for National and Community Service – Fiscal Year (FY) 2024 AmeriCorps Seniors Senior Companion Program (SCP) Replacement and Expansion Opportunity CFDA number 94.016 engages adults aged 55 and over to provide companionship and support to other adults in need of extra assistance to remain at home or in the community for as long as possible. (February 1, 2024) Corporation for National and Community Service – Fiscal Year (FY 2024 AmeriCorps Seniors Foster Grandparents (FGP) Replacement and Expansion Opportunity Program CFDA number 94.011engages adults aged 55 and over to provide caring and experienced tutors and mentors to children and youth with special or exceptional needs, or who would benefit from the one-one-one attention an AmeriCorps Seniors volunteer can provide. AmeriCorps Seniors volunteers serve in schools, Head Starts, drug treatment centers, correctional institutions, and childcare centers. (February 1, 2024) Department of Defense – Dept of the Army — Materiel Command DEVCOM Analysis Center Broad Agency Announcement For Applied Research CFDA number 12.431 is soliciting research proposals for submission to the U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center (DAC) for funding consideration. 1000 awards are expected. (January 2028 deadline) Department of Energy – National Energy Technology Laboratory BIL – Carbon Utilization Procurement Grants CFDA number 81.089 under Bipartisan Infrastructure Law Section 40302 is making awards to support DOE’s current vision of the Carbon Utilization Procurement Grants Program which will illustrate that several incumbent products can be replaced or supplemented with alternatives that are derived from the conversion of anthropogenic carbon oxides, demonstrating that significant net reductions in greenhouse gas emissions are possible. These grants will illustrate that more sustainable alternatives are viable and will promote the deployment of these products even after the grant ends. (April 30, 2024 deadline) Department of Health and Human Services – Health Resources and Services Administration is announcing multiple programs to expand access to health center services and support health centers to meet identified patient needs by increasing the number of health center operating hours and access points. (Early 2024 deadlines) Department of Homeland Security – FEMA Fiscal Year 2023 Building Resilient Infrastructure and Communities (BRIC) CFDA number 97.047 will provide financial assistance to eligible BRIC applicants for the following activities: Capability and Capacity-Building activities – activities that enhance the knowledge, skills, and expertise of the current workforce to expand or improve the administration of mitigation assistance. This includes activities in the following sub-categories: building codes, partnerships, project scoping, hazard mitigation planning and planning-related activities, and other activities; Hazard Mitigation Projects – cost-effective projects designed to increase resilience and public safety; reduce injuries and loss of life; and reduce damage and destruction to property, critical services, facilities, and infrastructure (including natural systems) from a multitude of natural hazards, including drought, wildfire, earthquakes, extreme heat, and the effects of climate change; and Management Costs – financial assistance to reimburse the recipient and subrecipient for eligible and reasonable indirect costs, direct administrative costs, and other administrative expenses associated with a specific mitigation measure or project in an amount up to 15% of the total amount of the grant award, of which not more than 10% of the total award amount may be used by the recipient and 5% by the subrecipient for such costs generally. (February 29, 2024 deadline) Department of Homeland Security – FEMA Notice of Funding Opportunity (NOFO) for Fiscal Year 2023 Flood Mitigation Assistance CFDA number 97.029 grants funds to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within NFIP-participating communities. It does so with a recognition of the growing flood hazards associated with climate change, and of the need for flood hazard risk mitigation activities that promote climate adaptation, equity, and resilience with respect to flooding. These include both acute extreme weather events and chronic stressors which have been observed and are expected to increase in intensity and frequency in the future. (February 29, 2024 deadline) Department of Housing and Urban Development – The Youth Homelessness System Improvement (YHSI) Grants CFDA number 14.277 will be made to support selected communities develop and implement systems infrastructure to better address youth homelessness. (February 15, 2024 deadline) Department of Housing and Urban Development is announcing the agency’s first program to simultaneously invest in energy efficiency, energy generation, and climate resilience strategies specifically in HUD-assisted multifamily housing. All of the investments under the GRRP will be made in affordable housing communities serving low-income families. HUD is offering GRRP funding through three separate cohorts designed to meet the different needs of HUD’s assisted multifamily portfolio. – Green and Resilient Retrofit Program (GRRPC) Comprehensive CFDA number 14.021 (May 30, 2024 deadline) – Green and Resilient Retrofit Program (GRRPE) Elements CFDA number 14.021 (March 28, 2024 deadline) – Green and Resilient Retrofit Program (GRRPE) Leading Edge CFDA number 14.021(April 30, 2024 deadline) Institute of Museum and Library Services – National Leadership Grants for Libraries CFDA number 45.312 (2024) supports projects that address critical needs of the library and archives fields and have the potential to advance practice and strengthen library and archival services for the American public. (March 20, 2024 deadline) Department of Interior – Fish and Wildlife Service F24AS00022 – Coastal Program – FY24 CFDA number 15.630 is a voluntary, community-based program that provides technical and financial assistance primarily through cooperative agreements to coastal communities, conservation partners, and landowners to restore and protect fish and wildlife habitat on public and private lands. The Coastal Program staff coordinates with partners, stakeholders and other Service programs to identify geographic focus areas and develop habitat conservation goals and priorities within these focus areas. (September 30, 2024 deadline) Department of Interior – Fish and Wildlife Service F23AS00249 National Fish Passage Program Base Funding Fiscal Year 2023 CFDA number 15.685 provides direct technical and financial assistance to partners to remove instream barriers and restore aquatic organism passage and aquatic connectivity for the benefit of Federal trust resources. In doing so, NFPP aims to maintain or increase fish populations to improve ecosystem resiliency and provide quality fishing experiences for the American people. (December 31, 2023 deadline) Department of Labor – Employment and Training Administration National Dislocated Worker Grants Program Guidance CFDA number 17.277 are discretionary grants awarded by the Secretary of Labor under Section 170 of the Workforce Innovation and Opportunity Act (WIOA) to provide employment-related services for dislocated workers. The Department funds two types of DWGs: Disaster Recovery and Employment Recovery. (Rolling deadline) National Endowment for the Humanities – Preservation Assistance Grants for Smaller Institutions CFDA number 45.149 helps small and mid-sized institutions improve their ability to preserve and care for their significant humanities collections. Awards will be made to 65 projects for this purpose. (January 11, 2024 deadline) National Endowment for the Humanities has several program announcements this month. Each program has a different focus. The most universal of the program is Public Impact Projects at Smaller Organizations Program CFDA number 45.164 which supports small and mid-sized museums and cultural organizations in the creation of public humanities programming and strengthens their capacity to develop such programming. (Program details are expected in March 2024 for an expected June 24, 2024 deadline) National Endowment for the Humanities – Climate Smart Humanities Organizations program CFDA number 45.130 supports comprehensive assessment and strategic planning efforts by humanities organizations to mitigate physical and operational environmental impacts and adapt to a changing climate. Projects will result in climate action and adaptation planning documents or similar detailed assessments including prioritized, measurable actions and their expected outcomes. (September 12, 2024 deadline) Department of Veterans Affairs – National Veterans Sports Programs Grants for Adaptive Sports Programs for Disabled Veterans and Disabled Members of the Armed Forces (Equine Assisted Therapy) CFDA number 64.034 provides grants to eligible adaptive sports entities to plan, develop, manage, and implement programs to provide adaptive sports activities for Veterans and members of the Armed Forces with disabilities. (January 15, 2024 deadline) Department of Veterans Affairs – Veterans Legacy Grant Program CFDA number 64.204provides funding to educational institutions and other eligible entities to conduct cemetery research and produce educational tools for the public to utilize and learn about the histories of Veterans interred in VA national cemeteries and VA grant-funded State and Tribal Veterans’ cemeteries.(May 1, 2024 deadline) Important note:Federal grants are very competitive. To ensure your application is processed, please verify that your organization’s registration in the System for Award Management (SAM) is valid and current. Go to SAM: Systems for Award Management and follow the FAQs and User Guides to update and verify your SAM data. Current SAM registration is mandatory for most agencies, and grants will not be awarded to applicants without valid and current registration in SAM. Remember: Registration on SAM.gov is free of charge.
