

April 2023 Federal Grant Opportunities

The April 2023 Grants Newsletter is your latest monthly resource for governments, schools, non-profit organizations, and businesses interested in pursuing opportunities for federal grant and cooperative agreement funding. Grant notices have been compiled for opportunities published in www.grants.gov, the Federal government’s central website for grant funding. Section 1 of the newsletter contains current discretionary program listings and research opportunities. Section 2 is a compilation of websites and links to general grant information provided by the Federal Agencies that most often have discretionary grant solicitations. As the Agency pages change, they are being updated, however, many remain fairly static.
In the Special Programs section we are continuing to post information which highlights funding opportunities under The Bipartisan Infrastructure Law that communities can currently apply for, along with a calendar for funding opportunities across 2023. The list includes information on the programs, the deadlines for applying, and a link to the applications, where applicable.
Included this month again is an updated link to The Bipartisan Infrastructure Law’s Distribution of funding in Hawaii. As of last month, more than $1 billion in Bipartisan Infrastructure Law funding has been announced and is headed to Hawaii with over 40 specific projects identified for funding. Since the Bipartisan Infrastructure Law passed, Hawaii will receive approximately $884.7 million for transportation to invest in roads, bridges, public transit, ports and airports and roughly $88 million for clean water. And, as of today, more than 39,000 households across the state are receiving affordable high-speed internet due to the Bipartisan Infrastructure Law. Many more projects will be added in the coming months, as funding opportunities become grant awards and as formula funds become specific projects. This month, there are two notices of special interest in Hawaii:
Department of Education – Office of Elementary and Secondary Education (OESE): Rural, Insular & Native Achievement Programs: Native Hawaiian Education (NHE) Program, Assistance Listing Number 84.362A supports innovative projects that recognize and address the unique educational needs of Native Hawaiians. (May 15 deadline)
Department of Education – Office of Postsecondary Education (OPE): Higher Education Programs (HEP): Institutional Service: Asian American and Native American Pacific Islander-Serving Institutions (AANAPISI) Program, Assistance Listing Number 84.031L provides grants to eligible institutions of higher education (IHEs) to enable them to improve and expand their capacity to serve Asian American and Native American Pacific Islander students. Institutions may use these grants to plan, develop, or implement activities that strengthen the institution’s services leading to student success. (May 30 deadline).
New and modified national competitions of special interest this month include:
Department of Commerce – National Institute of Standards and Technology
Small Business Innovation Research (SBIR) Program Phase I CFDA number 11.620 is one of the few programs directly aimed at Small Business research participants. Science and technology-based firms with strong research capabilities are encouraged to participate. Applications must sufficiently identify and clearly address a specific NIST technical program area that falls within one of the research areas described in the Notice. (May 22 deadline)
Corporation for National Community Service – Fiscal Year (FY) 2023 Volunteer Generation Fund CFDA number 94.021 supports organizations to boost the impact of volunteers on critical community needs and rebuild the volunteer infrastructure after the covid pandemic. (May 16 deadline)
Department of Housing and Urban Development – Fair Housing Initiatives Program – Education and Outreach Initiative for the American Rescue Plan CFDA number 14.416 will provide funding to address fair housing education and outreach services, and the costs of delivering or adapting these services, during or relating to the coronavirus pandemic. In keeping with Congress’s intent in enacting the American Rescue Plan, applicants may propose new fair housing education and outreach projects relating to discrimination arising in connection with the pandemic or focus on sustaining core fair housing education activities. (May 11 deadline)
Department of Justice -Bureau of Justice Assistance and National Institute of Justice, Community Oriented Policing Services, Office of Juvenile Justice Delinquency Prevention and Office of Violence Against Women are committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. Multiple programs are in cycle this month for specific approaches to assist in reducing violent crime. Almost all DOJ discretionary programs are currently in cycle. (Late April and early May deadlines)
Department of Labor – Employment and Training Administration
DOL Building Pathways to Infrastructure Jobs Grant Program CFDA number 17.26 funds public-private partnerships to develop, strengthen, and scale promising and evidence-based training models in H-1B industries and occupations critical to meeting the goals of the Bipartisan Infrastructure Law (BIL) and to maximize the impact of these investments. (July 7, 2023)
National Endowment for the Humanities – Humanities Collections and Reference Resources CFDA number 45.149 supports projects that provide an essential underpinning for scholarship, education, and public engagement in the humanities. It strengthens efforts to extend the reach of humanities collections and make their intellectual content widely accessible. (July 18 deadline)
Department of Veterans Affairs –Veterans Legacy Grants Program CFDA number 64.204 provides funding to educational institutions and other eligible entities to conduct cemetery research and produce educational tools for the public to utilize and learn about the histories of Veterans interred in VA national cemeteries and VA grant-funded State and Tribal Veterans’ cemeteries. (May 1 deadline)

Department of Interior – National Park Service2023 Native American Graves Protection and Repatriation Act (NGRPA) Consultation/Documentation Grants and FY2023 NAGPRA Repatriation Grants CFDA number 15.922support efforts determining the geographical origin, cultural affiliation, and other basic facts surrounding the acquisition of Native Hawaiian cultural items. Consultation and documentation projects should lead to determining control, treatment, repatriation, and disposition of NAGPRA cultural items. (May 12 deadline)

Department of Agriculture – Rural Business-Cooperative Service
Rural Microentrepreneur Assistance Program CFDA number 10.870 provides loans and grants to Microenterprise Development Organizations (MDOs)to help microenterprises startup and growth through a Rural Microloan Revolving Fund and provide training and technical assistance to microloan borrowers and micro entrepreneurs. (June 30 deadline)
Department of Agriculture – Rural Business-Cooperative Service
Rural Economic Development Loan and GrantCFDA number 10.854 provides funding for rural projects through local utility organizations. USDA provides zero-interest loans to local utilities which they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. The ultimate recipients repay the lending utility directly. The utility then is responsible for repayment to USDA. (June 30 deadline)
Department of Agriculture – Agricultural Marketing Service
Farmers Market Promotion Program CFDA number 10.175 funds projects that develop, coordinate, and expand direct producer-to-consumer markets to help increase access to and availability of locally and regionally produced agricultural products. 300 awards will be made nation-wide. (May 2 deadline)
Department of Agriculture – Agricultural Marketing Service
Regional Food System Partnerships CFDA number 10.177 will make 75 awards to support partnerships that connect public and private resources to plan and develop local or regional food systems. The RFSP focuses on building and strengthening local or regional food economy viability and resilience, and this includes pandemic response and recovery. (May 2 deadline)
Consumer Product Safety Commission – Pool Safely Grant Program (PSGP) CFDA number 87.002 assists states, local governments, and Native American Tribal Governments in implementing enforcement and education programs to prevent the drowning and drain entrapment of children in pools and spas. (April 30 deadline)
Department of Defense – Dept of the Army — Materiel Command
DEVCOM Analysis Center Broad Agency Announcement For Applied Research CFDA number 12.431 is soliciting research proposals for submission to the U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center (DAC) for funding consideration. 1000 awards are expected. (January 2028 deadline)
Department of Energy – 2022 Funding Opportunity Announcement for Energy Improvements at Public K-12 School Facilities – Bipartisan Infrastructure Law (BIL) – Renew America’s Schools CFDA number 81.086 support projects that enable replicable and scalable impacts, create innovative, sustaining partnerships, leverage funding and economies of scale, focus on disadvantaged communities, improve student, teacher, and occupant health, enrich learning and growth, assist schools that serve as community assets (e.g., neighborhood cooling centers or disaster recovery shelters), and are crafted thoughtfully within the context of public school facilities (e.g., procurement restraints, construction windows, etc.). (April 21 deadline)
Department of Energy – Office of Science
FY2023 Continuation of Solicitation for the Office of Science Financial Assistance Program CFDA number 81.049 invites states, irrigation districts, water districts, cities and towns, or other organizations with water or power delivery authority located within the LCB to leverage their money and resources by cost-sharing water conservation planning activities with Reclamation to make more efficient use of existing water supplies. 1000 awards will be made. (September 30 deadline)
Environmental Protection Agency – FY 2023 – FY 2024 Pollution Prevention Grants: Environmental Justice Through Safer and More Sustainable Products CFDA number 66.708 will make awards to develop partnerships which can strengthen the ability to provide P2 technical assistance to businesses in disadvantaged communities, which are communities that are marginalized, underserved, and overburdened by pollution. The goal is to improve human health and the environment in disadvantaged communities by increasing the supply, demand and use of safer and more sustainable products. (June 20 deadline)
Department of Homeland Security – Department of Homeland Security – FEMA Fiscal Year (FY) 2023 Targeted Violence and Terrorism Prevention (TVTP) CFDA number 97.132 provides funding to develop sustainable, multidisciplinary targeted violence and terrorism prevention capabilities in local communities, to pilot innovative prevention approaches, and to identify prevention best practices that can be replicated in communities across the country. (April 25 deadline)
Department of Interior – Fish and Wildlife ServiceF23AS00069 Youth Engagement, Education, and Employment CFDA number 15.676 provides work and education opportunities for youth (defined as ages 16-30 inclusive, and up to age 35 for veterans) participants in the areas of natural and cultural resource conservation, development, and scientific research. (September 10 deadline)
Department of Interior – Fish and Wildlife Service
National Fish Passage Program Bipartisan Infrastructure Law Fiscal Year 2023 CFDA number 15.685 and Fish and Wildlife Service F23AS00100 Refuges Enhancement /Infrastructure CFDA number 15.654 are two programs to maintain or increase fish populations to improve ecosystem resiliency and provide quality fishing experiences for the American people. Activities that restore fish passage also support the modernization of the country’s infrastructure such as road culverts, bridges, and water diversions contributing to enhanced community resilience to the impacts from climate change and other public safety hazards. (September 10 deadline)
Department of Interior – Fish and Wildlife Service F23AS00249 National Fish Passage Program Base Funding Fiscal Year 2023 CFDA number 15.685 provides direct technical and financial assistance to partners to remove instream barriers and restore aquatic organism passage and aquatic connectivity for the benefit of Federal trust resources. In doing so, NFPP aims to maintain or increase fish populations to improve ecosystem resiliency and provide quality fishing experiences for the American people. (December 31 deadline)
Department of Labor – Veterans Employment and Training Service
Announcement of Stand Down Grants CFDA number 17.805 supports local Stand Down events that assist veterans experiencing homelessness by providing a wide range of employment, social, and health services. (September 30, 2025 deadline)
Department of Labor – Employment and Training Administration
National Dislocated Worker Grants Program Guidance CFDA number 17.277 are discretionary grants awarded by the Secretary of Labor under Section 170 of the Workforce Innovation and Opportunity Act (WIOA) to provide employment-related services for dislocated workers. The Department funds two types of DWGs: Disaster Recovery and Employment Recovery. (Rolling deadline)
National Endowment for the Arts NEA Challenge America, FY2024 CFDA number 45.024 offers support primarily to small organizations for projects in all artistic disciplines that extend the reach of the arts to groups/communities with rich and dynamic artistic and cultural contributions to share that are underserved. (April 27 deadline)
National Endowment for the Humanities – Infrastructure and Capacity Building Challenge Grants: Capital Projects CFDA number 45.130 supports the purchase, design, construction, restoration, or renovation of buildings or sites of national, historical, architectural, or cultural significance and facilities that house humanities collections or are used for humanities activities. Projects are financed through a combination of federal matching funds and related fundraising from nonfederal third parties. Proposals must enhance the institution’s long-term impact on the humanities and build on careful strategic planning. (May 17 deadline)
Department of Transportation – Maritime Administration
2023 Port Infrastructure Development Program Grants CFDA number 20.823 will be awarded on a competitive basis to assist in funding eligible projects for the purpose of improving the safety, efficiency, or reliability of the movement of goods through ports and intermodal connections to ports. (April 28 deadline)
Department of Transportation –Maritime Administration
United States Marine Highway Grant CFDA number 20.816 awards grants on a competitive basis to assist in funding eligible projects for the purpose of developing, expanding, or promoting marine highway transportation. (April 28 deadline)
Department of the Treasury -Low Income Taxpayer Clinic
2023 LITC Supplemental Application CFDA number 21.008 is an annual program which is expanding the type of qualified services an organization can provide. Specifically, under this expansion, a qualified organization may receive a grant for the following activities of (1) referring low-income taxpayers in a controversy with the IRS to a qualified representative instead of providing controversy representation directly to those taxpayers; or (2) operating a pilot program to inform ESL taxpayers about their taxpayer rights and responsibilities without also providing controversy representation. (April 20 deadline)
Department of Veterans Affairs – Office of Mental Health and Suicide Prevention Staff Sergeant Fox Suicide Prevention Grant Program CFDA number 64.055 enables VA to provide resources toward community-based suicide prevention efforts to meet the needs of Veterans and their families through outreach, suicide prevention services, and connection to VA and community resources. (May 19 deadline)

Federal grants are very competitive. To ensure your application is processed, please verify that your organization’s registration in the System for Award Management (SAM) is valid and current. Go to SAM: Systems for Award Management and follow the FAQs and User Guides to update and verify your SAM data. Current SAM registration is mandatory for most agencies, and grants will not be awarded to applicants without valid and current registration in SAM. Remember: Registration on SAM.gov is free of charge.
